The reservation policy is envisaged as a measure
to impart equality of opportunity to deprived sections of the society. To
encourage Persons belonging to Scheduled Caste (SC) / Scheduled Tribe (ST) / Other
Backward Class (OBC) and Persons with Disabilities (PwD) few steps are taken by
the Government of India which includes providing reservations in higher
education, employment and fee sops. Reservations are provided to the Other
Backward Classes (OBCs), Scheduled Castes (SCs), Scheduled Tribes (STs) and
Persons with Disabilities (PwDs). As per the Census of 2011, there were 2.68
crores Persons with Disabilities (2.21% of the Population), 166,635,700 persons
belonging to Scheduled Castes (16.2% of the Population) and 84,326,240 belonged
to Scheduled Tribes (8.2% of the population).

SC/ST/OBC: The list/ data / information of OBCs, SCs, STs are maintained by the Ministry of Social Justice and Empowerment, Government of India which is dynamic as castes and communities being added or removed depending on social, educational and economic factors. Further, every state has its own reservation norms based on demographics, and maintains its own list. The government of India provides a reservation of 7.5% for STs, 15% for SCs and 27% for OBCs for direct recruitment on all India basis by open competition and 7.5%, 16.66% and 25.84% for STs, SCs and OBCs respectively for direct recruitment on all India basis other than open competition.
There is also a relaxation in Upper Age limit to
the above categories, the upper age limit is relaxed by 03 years for OBC, 05
years for SC/ ST (as per Govt. of India rules). Relaxation in Upper Age Limit
for State Government employment is applicable as per respective state rules and
regulations. SC/ ST/ are exempted from
paying application fee. Every organisation reserves the mandatory number of vacancies
and issues employment notification whenever such vacancies arise. Only Indian
Nationals can avail this relaxation.
Persons with Disabilities (PwDs): Reservation to
Persons with Disabilities (PwDs) is provided in line with the provisions of the
Persons with Disabilities (Equal Opportunities, Protection of Rights and Full
Participation) Act, 1995, in posts and services under the Government of India.
03 per cent of the vacancies in case of direct recruitment to Group A,B,C and D
posts shall be reserved for persons with disabilities of which 01 per cent each
shall be reserved for persons suffering from (i) blindness or low vision, (ii)
hearing impairment and (iii) locomotor disability or cerebral palsy in the
posts identified for each disability. The Ministry of Social Justice and
Empowerment, Government of India will identify the jobs / posts suitable to be
held by persons with disabilities and the physical requirement for all such
jobs / posts. Upper age limit for persons with disabilities shall be relaxable
by 10 years (15 years for SCs/STs and 13 years for OBCs) in case of direct
recruitment to Group ‘C'and Group ‘D’ posts; and by 5 years (10 years for
SCs/STs and 8 years for OBCs) in case of direct recruitment to Group ‘A’ and
Group ‘B’ posts where recruitment is made otherwise than through open
competitive examination; and by 10 years (15 years for SCs/ STs and 13 years
for OBCs) in case of direct recruitment to Group A and Group B posts through open
competitive examination. PwD candidates
